[PATCH] standard.cf error

Hi,

while running the latest zmailer, I run into the
following error message from router, which makes
router unable to run:

consist: standard not provided

Of course, standard.cf _is_ loaded ... only it
doesn't export itself; the patch below fixes the
problem...
