	Nope.  VERB turns on a flag telling "verb issued",
	which is used by DEBUG -- but that is unrelated with
	DEBUG's current policy-trace-switch role.  What VERB
	does also is print copyright boilerplate.

	With DEBUG/VRFY/EXPN off, VERB is meaningless.
	(Not that it is really meaningfull with DEBUG either..)

	That is why there is no enable/disable PARAM for VERB.
