zmailer suggestion

One hack we made to sendmail was a flag to declare a mailer to
be "high-cost".  Any mail with Precedence: junk to that mailer would
be silently discarded.  Would this be a reasonable addition to zmailer?
I'm probably going to try to hack it into the scheduler myself, has
anybody else done something like this?
